We noticed that the bulk of our Quality Scores were a 7.  In an effort to improve to quality scores on our money keywords, especially long tail local keywords, we isolated these keywords into separate ad groups, significantly raised our bids, and position bid them into top 3 or top 4 positions.  We also expanded our keyword list (very specific long-tail words) and also used the same technique in some new campaigns. Sounds like G wants everyone to have a handful of campaigns and a handful of open match keywords bidding several dollars each. Certainly would cut down on their overhead. Its like msn - i give them 5,000 keywords from an adwords account and they approve 100 of them.
